Community Engagement or Participation is the involvement of people in a problem-solving or decision making process that may interest or affect them. Active community participation is key to building an empowered community. Not only is it needed to meet regulations and requirements for most federal and state programs, it also has several practical, philosophical and ethical benefits and is critical to community success.
The CLEAR Plan 2030 community engagement process consisted of outreach to residents and local governments over a ten-county region in eastern Alabama covering an area of over 6,300 square miles and a  population of 470,469 (2010 U.S. Census). That outreach was accomplished through surveys, social and other online media, county conversations, listening sessions with marginalized population groups, radio PSA’s, news print stories and last, but not least, a televised Capstone Conversation for the residents of the entire region.
