The Consortium seeks to create the Community Livability for the East Alabama Region (CLEAR) Plan 2030. Through the development of the CLEAR Plan 2030, the Consortium hopes that communities in the East Alabama region will be able to improve health (particularly that of the aging population), enhance quality of life, preserve open space, provide more transportation choices, and promote equity for all residents.
