Request for Proposals: EARPDC Brownfields Assessment Coalition Grant

The East Alabama Regional planning and development Commission (EARPDC) invites interested parties to submit proposals to provide environmental and engineering consulting services for EARPDC associated with brownfield assessment and redevelopment or contaminated sites.

NOTICE TO VENDOR: The East Alabama Regional Planning and Development Commission (EARPDC) hereby solicits written Requests for Proposals (RFQ) from professional environmental consulting firms interested in contracting with the EARPDC to assist in application for grant funds, environmental assessments, site re-use planning, and related activities associated with brownfield assessment and redevelopment or contaminated sites. The firm selected will be eligible to negotiate a contract with the EARPDC. Since no federal brownfield funding has been awarded to the EARPDC at this time, no minimum order or work is guaranteed. If the selected firm is unsuccessful in negotiating a contract or does not maintain the minimum requirements, the EARPDC, at its discretion, may select the next ranked firm for contract negotiation. All work will be ordered on an “as-needed” basis. Though federal brownfield grant funding would be for a four-year period, the selected firm will be eligible for contract negotiation for five (5) years, with optional years at EARPDC’s discretion.

The responding firms will be evaluated on the following weighted selection criteria:
25%- Reasonableness of the cost/price proposal
25%- Demonstrated experience in addressing contaminated properties
20%- Experience and ability to complete the work
10%- Capacity and knowledge of project team
10%- Proven track record of community engagement
10%- References

Requests of Proposals (RFP) from professional environmental consulting firms interested in contracting with the EARPDC to assist in application for grant funds, environmental assessments, site re-use planning, and related activities associated with brownfield assessment and redevelopment. Proposals will be accepted for the next 30 days.
